If you sell (or want to sell) Long-Term Care insurance in Wisconsin, the state requires you to complete specific LTC Partnership training. This is not optional and it is not just a suggestion from your carrier — it is a Wisconsin state requirement.

The Long-Term Care Partnership is a program between states and the federal government that allows people who purchase qualified LTC policies to protect some of their assets from Medicaid spend-down requirements. It is a genuinely good deal for consumers, but it means agents selling these policies need to understand the program inside and out.

The good news? LTC training credits count toward your 24 total CE credits. So you are not doing extra work on top of your regular continuing education — you are knocking out part of your CE requirement while also fulfilling your LTC obligation. That is what I call a two-for-one.

Here is an important detail that trips people up: LTC training is only required if you sell, solicit, or negotiate Long-Term Care insurance. If you are strictly a P&C agent who never touches LTC products, you can skip it entirely. But if there is any chance you might write an LTC policy during your license period, get the training done early so you are ready when the opportunity comes.

Understanding the Requirements

Wisconsin's LTC training requirement breaks down into two categories:

Initial Training: 8 Hours

If you have never completed LTC Partnership training in Wisconsin, you must complete the initial 8-hour course before selling LTC insurance. This course covers the fundamentals: LTC products, Wisconsin Medicaid rules, Partnership program details, and compliance requirements. The 8-hour course includes a 2-hour Wisconsin Medicaid-specific module that is unique to our state.

Ongoing Training: 4 Hours

Once you have completed your initial training, you need 4 hours of ongoing LTC training every license renewal period (every 2 years). This keeps you current on regulation changes, product updates, and best practices.

What Happens After Training

Your Post-Training Checklist

  1. Complete the course and pass the test — You will need a proctor present (Wisconsin requires a disinterested third party). Passing score is 70%, and you get unlimited free retakes if you need them.
  2. Fill out the affidavit — Both you and your proctor sign electronically. Then I submit your CE credits to the state.
  3. Receive your diploma by email — This is your proof of completion. Save it.
  4. Forward your diploma to your LTC carriers or agency — This is the step people forget. The State of Wisconsin does not track LTC training completion for your carriers. You are responsible for sending your diploma to every carrier you write LTC business with.
Do Not Skip Step 4. I cannot stress this enough: your carriers need to see your diploma. The state submits your CE credits to your license record, but carriers track LTC compliance separately. If your carrier does not have your diploma on file, they may not let you write LTC business — even though you completed the training. Forward that diploma as soon as you get it.

What Is ClearCert?

ClearCert is a third-party certification system that many insurance carriers use to track agent training compliance — particularly for LTC and Annuity courses. Think of it as a clearinghouse: when you complete a ClearCert-approved course, your completion is automatically reported to the ClearCert system, making it easier for carriers to verify you are in compliance.

Why does this matter to you? Because if your carrier requires ClearCert-approved training (and many do), taking a non-approved course means you might have to redo it. All CEWisconsin LTC courses are ClearCert approved, so you can complete your training with confidence that it meets carrier requirements.

You should still forward your diploma to your carriers directly — ClearCert makes verification easier, but it does not replace your responsibility to communicate with your carriers.

Frequently Asked Questions

Does LTC training count toward my 24 CE credits?
Yes! LTC Partnership courses count toward your total CE requirement. If you take the 12-hour course, that is half your CE done right there. You still need 3 hours of Ethics as part of your 24, but LTC credits help you get to that total faster.
I completed LTC training in another state. Does that count for Wisconsin?
If you completed an initial 8-hour NAIC-approved LTC course in another state, you may need to complete a 2-hour Wisconsin Medicaid-specific module to satisfy Wisconsin requirements. The Wisconsin 8-hour course already includes this Medicaid training, so taking our course is the simplest path.

How do my carriers know I completed training?
You must forward your diploma/certificate to your LTC carriers or agency after completing the course. Carriers are responsible for tracking agent compliance — the State does not do this for them.
