Quick Answer: Who Can Be My Proctor?

Your proctor can be any adult who is NOT a family member and has NO financial interest in your insurance business. This includes friends, neighbors, coworkers (at your same level), or even library staff. They do NOT need to be a licensed insurance agent.

What is a Proctor?

A proctor is an impartial, disinterested third party who observes you taking your CE test. Their job is simple:

  1. Verify your identity — confirm you are who you say you are
  2. Witness the test — be present while you take the exam
  3. Sign the affidavit — certify that you received no outside assistance

This is a legal requirement under Wisconsin Administrative Code — it's not a CEWisconsin rule, it's state law. No exceptions are allowed.

  • Coworkers (same level, no supervisory relationship)
  • Library staff
  • Church members
  • Fellow association members
  • Any disinterested adult

They do NOT need to be a licensed insurance agent!

CANNOT Be Your Proctor

  • Spouse or partner
  • Parents, children, siblings
  • Other relatives or family members
  • Your employer or supervisor
  • Your employees or subordinates
  • Business partners
  • Anyone with financial interest in your business

The proctor shall verify the agent's identity and complete an affidavit supplied by the approved provider testifying that the agent received no outside assistance. How the Affidavit Process Works

At CEWisconsin, it's all electronic — no paper forms!

Take your test with your proctor present — They should be nearby while you complete the exam.

Pass the test — When you click "Submit" and pass, a link to the affidavit will appear.

Complete the electronic affidavit — You and your proctor each enter your information and electronic signatures.

Submit electronically — That's it! No printing, no mailing. Your electronic signatures are legally binding.

Important: The affidavit must be completed immediately after passing. I cannot release your credits without a completed affidavit.

Frequently Asked Questions

Can my spouse be my proctor?
No. Your spouse is considered family and cannot serve as your proctor. The same applies to all relatives — parents, children, siblings, in-laws, etc.
Does my proctor need to watch me the entire time?
They should be present and available during your test, but they don't need to stare at your screen the entire time. They just need to be able to honestly certify that you didn't receive outside help.
Can I take the test at a library and have the librarian be my proctor?
Yes! Library staff make excellent proctors — they're disinterested third parties with no family or financial connection to you.
I work from home alone. Who can be my proctor?
Consider asking a neighbor, a friend who can come over, someone from your church or community group, or visit your local library. Many agents in your situation find a neighbor is the easiest solution.
Can my proctor be in another room or on video call?
No. Your proctor should be physically present with you while you take the test. Video or phone proctoring is not accepted for Wisconsin CE.

Do I need to mail in a paper affidavit?
No. At CEWisconsin, everything is electronic. The electronic signatures you and your proctor enter are legal signatures. No paper or mailing required.
